This course was developed with input from industry representatives to assist employers in meeting their OHS obligations and to provide supervisors and managers with an awareness of and ability to implement OHS risk management in the workplace.

The course is accredited by the Vocational Education and Training Accreditation Board of NSW (VETAB).

This training course supersedes the WorkCover Authority OHS Workplace Committee Training Course, which was last reprinted in 1996.

Course Purpose
This course is designed for OHS committee members and OHS representatives.  It aims to familiarise participants with the knowledge and skills necessary to apply the principles of workplace OHS consultation as an integral part of an effective OHS management system (OHSMS).  The course should also assist in the development of appropriate attitudes to enable OHS committee members and OHS representatives to effectively carry out their functions under OHS legislation.
Course Recognition and Regulatory Requirements
The requirements for training is set out in the OHS Regulation 2001 and is supported by the OHS Consultation Code of Practice.  The Regulation and Code were developed through a consultative process with industry representatives (both employer and employee associations), training organisations and WorkCover NSW.  A public comment period also encouraged further consultation.
Competency Standards
The learning outcomes of this course are aligned with the elements of competency set out in the National Guidelines for Integrating Occupational Health and Safety Competencies into National Industry Competency Standards [NOHSC:7025(1998)], developed by the National Occupational Health and Safety Commission.

Recognition of Prior Learning (RPL)

The OHS Regulation 2001 states that all members of an OHS committee or OHS representatives must undertake OHS Consultation training in accordance with the legislation.

The National Accreditation Principles and the Guidelines for Accreditation of Courses in NSW published by VETAB, allow for explicit limitation of RPL with justification.

Trainers that are requested to offer RPL will explain that it is not available for this course and that this position is consistent with legislation and current vocational education principles and guidelines.

Learning Aims, Outcomes and Assessment Criteria
The learning aims, outcomes and assessment criteria for this course are specified in the Trainer’s Notes, at the commencement of each session.
Course Assessment
Assessment provides a means of determining competency when measured against the learning outcomes and assessment criteria.  The nature of the assessment including learning aims, assessment criteria and method is specified in the Trainer’s Notes at the commencement of each session.

Informal assessment has been chosen as the most appropriate option for this course due to the type of learning and interaction required to achieve outcomes.  The trainer will act as the assessor in this process and should be aware of individual involvement and performance of all participants.

If there is a need for further assessment the trainer should ensure that participants are provided with guidance where learning gaps are evident and opportunities for reinforcement of learning, prior to further assessments

The trainer may gather evidence of competency through:

  • observation of participant contribution to discussion
  • short answer assessment/discussion questions
  • successful completion of training activities and exercises

An assessment tool has been developed which is to be used by trainers at the completion of each topic to monitor competency and involvement of all participants and to identify those requiring further assistance.

Assessment Methods and Conditions
Assessment may be undertaken at an individual level or in small groups depending on the type of method and relates directly to the learning outcomes and assessment criteria.

Assessment may also be implemented in a number of ways according to the needs or preferences of participants.  These may include written and oral questions.

Course Timing
The nominal delivery time allocated for the presentation of this course is 24 hours.  Trainers must not shorten the timing of the course.  However, trainers should be aware of the participative nature of the course and may need to allocate additional time accordingly.
Course Customisation
In recognition of industry diversity and to facilitate flexible use of this package, WorkCover encourages customisation.

Customisation allows a course to be tailored to meet the specific needs of clients including individual learners, organisations and industry sectors.  It aims to meet their specific requirements without changing the knowledge and skill level expected of learners.

Customisation must not affect the integrity of the overall qualification to be issued.  All learning outcomes of this course are compulsory and must not be modified, substituted or deleted.  However, additional outcomes may be added if requested by the client and where relevant to this course.

Activities can be re-structured so that they are relevant to the needs and context of the organisation, industry or particular client groups.  This can include changing or adding content to identify unique aspects that apply.  For example, organisation specific products, equipment, facilities and resources, terminology, work practices, policies and procedures.
